When you look at the prices, consider the price per par watt, not the price per wall watt.

Consider led bulbs. Phillips and osram sylvania have a "100w equiv" 1500limens for 14-15watts each. Save 8-9watts per bulb, and they're only $20-25 for a 4 pack of bulbs now.
Go for a mixture until they stop growing up and start to flower, then I'd go all 2700k.
Yeah you'll lose a little more to walls but not huge without reflectors. Some tents are better than others, I believe orca is best, then there's the various types of Mylar.

I'd atleast put reflectors on the outer cobs. But not 100% necessary, tents will help reflect some stray light.

Reflector is more efficient(corrects a smaller portion of light) opposed to lenses where all light has to pass through. Lenses may help protect the leds though.
Angelina 90° reflectors is what I most commonly see. (And have on mine)
