That looks like a Catapillar entrance. Open it up a little to verify and if you see a dark hole fucking up a small part of the bud. Remove the affect area with cut it out. Then do a Catapillar hunt with your kids a quarter a bug :-). Also neem oil with citrus is a good weekly spray for outdoors.
