And many many people in my neighborhood hand out the fruit from their trees. The lead time is longer for a tree, but there is an impact. Perhaps tomato or zucchini would be a better analogy. Some folks would rather spend the money and buy than spend the time and cultivate.

Its the feds not the local cops. The law says that you have to pass a federal check. The patient is breaking federal law. (Stupid law, but those are the rules the feds play by.) The state law and the local cop aren't the ones saying no. Its the feds.
