LEDs are not all created equal. There are various different kinds of LED lighting, and the technology has come a long way in the last few years.

If you are going to buy LEDs you want to purchase ones actually designed for growing plants. They meet the PAR, wattage, and spectrum needs for growing.

Do a few searches and some reading of the stickies for more information. There are tons available...

Timber LED
Perfect Sun
Mars Hydro

Lots available...

The problem with those led bulbs in your picture is that they are facing sideways. They will throw light sideways really great so if you have a vertical grow it will be fine. If you have a typical scrog or just a single plant under your lights then these bulbs will be very inefficient, even if you redirect the light with a dome of some sort.

If you want to get into LED cheaply, buy A19 bulbs. Try and get the ones that are 10w - 15w. They will typically give about 1600 lumens but a fair bit more if you take off the 'round' part of the bulb. It's just plastic but if you remove it you'll see the small led's on a flat surface underneath. Once exposed they are probably closer to 2000 lumens or more than a 23w cfl but only using 10-15w of power instead of 23. Even if you leave the bulb intact, they are more efficient than any 23w cfl bulb and can be found for cheap in any homedepot type store.
