Little Rock, Ark. - Those hoping to become one of the state's first owners of a medical marijuana growing center may have more requirements to fulfill.

Thursday night's Medical Marijuana Commission meeting focused largely on the application process.

The commission cannot make changes to the legislation, but it can make recommendations to lawmakers.

The commissioners voted for a merit-based system to decide who would get to run the state's first five cultivation facilities. They said a lottery system could serve as a tiebreaker between two candidates, if needed.

The commissioners also voted for several additions to the minimum criteria for applicants, including no delinquent taxes owed to the state or a current suspension of their professional license.

They also discussed the possibility of adding an investment requirement, which some in the standing room-only audience were not fond of.

"When you come up here and start talking about millions of dollars and all that, well, half the people in here didn't even vote for it," said Antonio Davila, the Get It Right for Vets chairman. "So they're trying to make money off of what we worked for and I think that's wrong."

The commissioners tabled that issue until their next meeting Dec. 27.
