CA: Seaside Wants To Tax Future Marijuana Businesses With Measure G

Buying marijuana in Seaside is still illegal under city ordinance, but city government is already working out how to make money off of future pot sales when and if the rules change.

California voters said yes to Proposition 64 in November making it legal for adults 21 and older to use Marijuana for fun. The proposition also levied two new state taxes on pot sales and now Seaside is looking to get a cut too with Measure G.

"After the passage of Prop 64 the City of Seaside saw that as an opportunity, we were listening to the voters, where there was over 65% voter approval rating for that," said Seaside City clerk Lesley Milton-Rerig.

The City of Seaside hasn't determined where it will allow pot shops, but it is considering the downtown core, as well as an area near the former Fort Ord. The types of businesses and how many also needs to be put in writing.

Measure G would place up to a 10% sales tax on marijuana businesses. It would be a gross receipt tax and the businesses would pay it, not the consumers.

Milton-Rerig estimates Measure G would generate $300,000 a year.

The money will go towards general city services including public safety, street repair and water cleanliness.

In addition to Measure G, another sales tax is also on the June 6, 2017 ballot Measure L.

Measure L would add a half cent sales tax and generate an estimate $1 million also going towards general city services.

"The City of Seaside has a number of unfunded capital improvements that are really needed in the city," Milton-Rerig said.

A number of grants run out at the end of the year and Milton-Rerig said the city is facing $194 million funding gap. The city is hoping a passage of Measure G and Measure L in combination with economic development will help to bridge the divide.

The city says there is a vendor error on the vote by ballots, the first and middle names of the registered voters are inverted on the address line, but Milton-Rerig said the ballots are still valid.
