Florence City Council Seeks Input On Marijuana Issue

The Florence City Council will host a workshop on recreational retail marijuana to get public input on Amendment 64 from 5:30-7 p.m. Tuesday in council chambers at Florence Municipal Center.

The council plans to vote on an ordinance in the near future whether to prohibit retail, limit the number of facilities or place a moratorium on it.

Amendment 64, which passed in 2012, states any person 21 and older can legally under Colorado law possess, use and grow up to six plants for their own personal use or share it with family members as long as they do not sell it.

"What we're looking for is an opportunity for people to come in and express their opinions," said City Manager Mike Patterson. "I think the city council is undecided. They're aware Amendment 64 passed in all three wards in Florence."

The council has some options and the members want to decide what should or shouldn't be done, Patterson said.

Under the state law, there are four categories for recreational marijuana --- retail stores, growth or cultivation facilities, testing facilities and manufacturing the product with infusion, such as brownies. From October to July 2013, those with medical marijuana facilities will be allowed to apply for the recreational marijuana in one or more of the four categories.

Florence does not have a medical marijuana facility in the city.

"We're really hoping to hear from the citizens because Amendment 64 left so much open to be decided," he said.

Patterson said he couldn't give an estimate on the amount of sales-tax revenue having retail marijuana would bring to the city.

"We just don't know in a community of this size," Patterson said.

The cost of enforcement is another concern for the council.

"(Fremont County Attorney) Brenda (Jackson) said it's going to be here, no matter what," Patterson said. "We're going to have the same issues whether or not we have one here or not. But I have no idea what the council is going to do, but it's pretty clear, marijuana is going to be in Florence whether you like it or not."
