I have 6 in 5 gallon pots all topped and trained and vegged for 6 weeks, if i did 4 i would use bigger pots and veg for longer. Could squeeze 9 in there without any sort of training but it all comes down to veg time.
Less plants = longer veg
More plants = shorter veg
Less plants = longer veg
More plants = shorter veg

It entirely depends on what type of grow u want to do, I have a 1 plant scrog in my 4x4 tent an takes up the whole tent, or u could do 2,3,4 etc smaller plants an do same thing, or u could run 25 1 gal pots an do a sea of green. That ? Is impossible to answer but if u just wana let them grow with maybe a lil lst an a topping say I'd go with 4-9 plants in 3 gal fabric pots.
Basically it's how how much work u wana put into it that determines how many plants u can grow in that size

Here's a seed plant.
That's in only 5 gal coco smart pot. She was that big near 3 month. She's been cut a lot now though.
If u can spent lots of time to train and your good at canopy you could do a lot under 1000 watts. On the other hand with good training and canopy managment you could do a couple or few under 1000 watt. It's all about what u do to them.
Also. How long u want veg. Longer? They get bigger. So Ez to fill that. You want to go 12/12 in 2-3 weeks then you'll have wanted more plants.

I would get Them out that metal pan before your pouring nutes on it.
I've never seen nutes say metal is ok but I have seen all of em store in plastic and all.... Careful

Show picture. I think u need it they are stretching. What are they under now. What humidify temp before u throw big light on em tho. And transplant first maybd

Unless I plant more I am going to veg for longer but I planned to beg for about 3-4 weeks . I only have one left in the pan I haven't
used nutes yet at all . the rest are in soil . Also here are them pics and honestly should I plant more ? Also I believe that I am seeing fungus gnats
