Is the panel's actual power consumption at the socket 400w, using a power meter?

27 leds not working seems a bit strange since it doesn't divide evenly into 80 leds being powered.

Have you tried contacting the manufacturer for a new driver?
 
Okay, if the LED's are wired in series, end to end. Then you need to look for a 60watt driver that averages 70-80 volts at 700mA. It may have a range like 60-90volts with the mean being 75 volts.

The math is 27 LED's x 3 volts each. 3 volts x 0.7amps is 2.1 watts each. 27 LED's x 2.1 watts gives close to 60watts.
