Never heard of anyone using Tanning bed lights and since I am not familiar with them I can not say, though I know the fluorescent 6500k in either a T-5 or T-8 works just ducky for Veg. As do the good ole CFLs. For seedlings it is hard to beat a CFL.

Nope. Sorry Tanning bed lamps lack a UVB/UVC filter or Phosphor coating that makes them extremely bad for germinating anything.
If anything it will definitely sterilize your soil and kill seedlings.
Tanning bed lamps are essentially UVC water treatment lamps.
