Fresno, California - Medical marijuana cleared another hurdle Monday night in Merced.

A city council ordinance passed 4 to 3. It allows people with medicinal marijuana cards to grow up to six plants.

It also allows four dispensaries in professional or commercial office zones.

They must also have a state license and be away from schools, parks and libraries.

Merced will start drafting regulations.

Once they are in place the city will start taking applications.
