Outdoor Plants won't flower (POISON KUSH)

Don't know why these strains won't flower. I think it may be related to they are both in the same pot and their roots may be connected - therefore they are feeding off of each other and need to more nutrients. . . I have them in a 10 galloon wine barrel type pot, i got at Big Lots.

Method of growing: Outdoor
Re-potted: once
Put them in the same pot, due to financial budget.. (ran out of money to buy more pots).
Pot Type: 10 Gallon Round Wine Barrel type.
Age: 3 months old.
Situation: all my other plants have flower. I also had two chem dog plant in the same pot - and they are flowering.
