Transplanting Seedlings

If seedlings become very leggy (long stem), is it OK when transplanting to bury most of the stem. For example some plants like tomatoes, can be buried up to their first leaves and the underground stem will sprout roots.

Any experience with this. Thanks.
 
Thanks for the quick reply. Can it be done as soon as it has the first true leaves? Thinking of a sturdier plant which will eventually be planted outside.
