Should the seedling's stem be buried all the way up to the cotyledon leaves ?

The stem on this 3 week old autoflowering seedling seems a bit thicker above the cotyledon leaves ( the very first small round leaves that sprout ). Below the cotyledons the stem is thick about 2mm, above the cotyledons the stem becomes thicker with 2mm more.

So I am wondering should the stem be buried with soil all the way up the cotyledons where it starts to grow thicker ?
