What's wrong with my plants?

Everytime one of my plants sprout they start off alright, but then they take a turn for the worse. They start as a nice dark green, but then start getting a lighter worse green. Then they don't really grow up at all, but instead they just put on a lot of very small leaves and no really vertical growth. I started it in a peat pellet.

Any ideas?
 
I'm doing a micro grow with CFL's and hps for flowering. 120 watts or something. It's soil, temperatures aren't a problem...but I don't know whats wrong.

How many cfl's, what wattage and how far are they from the tops of the plants?

EDIT: Oh yeah and what kind of soil and nutes are you using?
 
I've got 5 bulbs, 4 23 watt and 1 30. It was germinated in a peat pot, then when the tap root was sticking out of the bottom I put it into a pot with pro mix which I've added about 30% perlite. The lights are RIGHT ON TOP of the plant, is that a bad thing? Should they be a few inches away? Pics up tonite.
 
that may be too much light... for a seedling, try to use just 2 of the 23w'ers... when they get 2 nodes on them add one light every few days... that's just what i'd do...
