Marijuana Feedback Given In Guam

Guam residents participated Wednesday in the first of a three-day series of public hearings on a draft of regulations for the island's medical marijuana program.

Voters approved the legal use of medical marijuana on island in last year's General Election. The first hearing for the draft regulations was held Wednesday at the Guam Legislature.

One issue commenters raised was the costs associated with the program, such as the price for licenses. The cost of a registry identification card for a qualifying patient would be $150, the draft states. Designated caregivers would be charged $200 to become cardholders.

"We should allow patients to grow their own medicinal marijuana," farmer Ernie Wusstig said at the hearing. "It's about the patients, not the money."

Tom Nadeau, administrator of the environmental health division, reminded participants and observers that the prices stated in the draft proposal, along with many other parts of the document, are open to changes that could occur after the series of public hearings. Nadeau said part of the money accrued from medical marijuana would go toward a web-based system that would streamline the licensing process.

"We're trying to make this as efficient as possible," Nadeau said.

Andrew Andrus, executive director of The Employers Council, said the council is still strongly opposed to medical marijuana, even going so far as to call it a "scourge."

"Under the current law, even residual amounts of marijuana in your system is grounds for disciplinary action and even termination," Andrus said.

The health agency will host two more public hearings – on Thursday from 9 a.m. to 11 a.m. at the Guam Legislature and Friday from 3 p.m. to 6 p.m. at the Castle Mall in Mangilao.

The public is encouraged to provide oral testimony, but also can submit written statements to the environmental health division.*edit*
