    Anyone know what kind of bug this is? They stay on stems and dont move even if poked. I've hit them with neem oil but they dont seem to care.

    I really dont think they are seeds. It's strain dependent. I have seen calyxes like these before. Try and squeeze one as @beez0404 told you.

    You can use neem oil as foliar for mites. You will need to apply several times for this to work. Also Bacillus Thurigiencis subspecies Kurstaki will work against caterpillars larvae.
