You need PH down, not up if it is at 8, but those soil probes are not very precise at measuring ph, so i wouldn't trust it too much (atleast not untill you have tested/calibrated it on a known ph source)
Keep in mind that the burnt part of the leaves will never recover, so as long as it doesn't get worse it's okay.
But the light green thinge on your leaves looks like some kind of deficency.

I just flush in the shower, makes it much easier, but if your water is not usable you still need ph'ed water instead of the shower head (test shower water for ph/hardness/added chemcicals like chlorine first) .

What i meant by slow release fert is that pre-fertilized soil often contain slow release to fertilize for the first 4 weeks or similar (will usually say on pack for how long the included fertilizer is meant for). If it gets much worse new soil is properly your only option outside flushing.
