What is it meant to be on the PH meter?

Yes we can rule that out. So I guess it is the PH? ( is this the temp of the water or something? )

They are on a window ledge getting a nice bit of sun through out the day. I put them outside for a couple of hours each day so they can get used to the outdoors. I'm planning on letting them grow outside. I'm not to sure about the soil I think it's just a cheap one.
