I agree with your soil looking very dry.... you should be watering around every 3-4 days. Yellow leaves could also be a nitrogen issue as stated by LivenBurn. Are the leaves dry to the touch?

could also be that the lights are too close and are drying your medium faster. once im in soil i water lightly twice a day right on the location of the seed. I guess ive been lucky but never had germination issues
