Yes the legalization would help. On the 1.1.2013 in Croatia will be conducted new law , small amount's of marijuana to 5g you will have to pay a fine , but if you grow one or two plant you can go to jail till 12 years ... This law only helps the drug dealers not the people who are using medical...
