Thanks, but I don't think it's heat-related, as the weather right now is quite cool, and the light is really not emitting any heat at 3" away. I did follow your advice and moved the seedling to a larger container with 50/50 coco-perlite mix. Any other ideas?

This is my two week old seedling, very small and underdeveloped. "Leafs" feel very hard and crispy. 24h CFL light, about 3" away. Any idea what is the problem? Is there any way to save the little fella?
