The short answer is yes your plants will grow and flower. IR isn't a requirement but many manufacturers think it is beneficial and many lights have it.

I am not sure a p300 will even fit in a computer case if I understood what your plan is. I would think a p150 would be more than enough. I just finished a closet grow with a P300 with excellent yield and resin development.

I would go with the 150 watt HID. As far as HPS vs MH I personally use MH in a 7200k. You can get a Plantmax bulb if you shop around for under 15 dollars. I have used HPS conversions bulbs with my MH ballast on occasion.
