How can one tell if a CMH bulb is burnt out? During a storm our power slipped on and off a few times and when it came back on my ceramic light wouldn't work. Now question is, is it the bulb or the ballast?

I'm stuck on a flower light for my next grow and was wondering if anyone had experience with cheap CMH bulbs? I've been looking at this bulb and it looks good at 3000k. :Namaste:

So, looking to upgrade my 250w hps to a 315w cdm Does anyone know if this one is any good? - I've only ever seen people use Maxibright and Phillips, but this seems like a cheaper alternative. Thanks to anyone that could chime in :D
