California Grower Says Just 25 Acres Could Fill Georgia's Medical Marijuana Needs

The state of Georgia has been scrambling to figure out a way to lay the groundwork of a newly legalized industry overnight.

One California grower told a state commission on Wednesday that 25 acres – or one million square feet – would be enough space to produce all of the medical marijuana needed to treat Georgia patients.

The Commission on Medical Cannabis faces the demanding task of deciding how to lay down the infrastructure for the state's medical marijuana industry. The most contentious issue to date is how to structure and regulate the oil's cultivation and production.

Albany-native Mike Bragg, who also serves as president of Silicon Valley-based CBD Pharms, told the commission he thinks demand must be there first.

"The biggest component is really getting the patients on board," Bragg told the Savannah Morning News. From the Athens Banner-Herald:

For the commission, the biggest challenge is how to structure and regulate the cultivation and production of the oil. It took testimony from Bragg and other experts on what commission Chairman Rep. Allen Peake calls "the business case" for producing the medicine in Georgia. The Macon Republican who sponsored the law allowing possession of limited amounts of low-concentration oil owns a chain of restaurants and is concerned that the state might create regulations that prevent producers from making a long-term profit.

Federal law prohibits possession and shipping of marijuana. Even though enforcement in the Obama administration is unenthusiastic, it is a barrier to Georgia patients who can now possess the oil under state law because they have no way to get the oil. That's why the commission wants to establish a mechanism for producing it in Georgia.

Gov. Nathan Deal issued an executive order last year initiating clinical trials at Georgia Regents University that will make the oil available to participants until the state launches its production.

The commission has three more meetings scheduled this year and may recommend legislation or draft regulations then.
