Dan Hartman, the director of the state's Medical Marijuana Enforcement Division who has helped usher in an era of tightly regulated cannabis sales in Colorado, has been re-assigned to another section of the Department of Revenue.

Revenue Department spokesman Mark Couch said Monday that Hartman will be the new leader of the department's racing events enforcement division. Laura Harris, the director of tobacco and liquor enforcement, will head the medical marijuana division. Don Burmania, the director of racing events, will take Harris' place at tobacco and liquor.

All changes are effective Nov. 14. Couch said the moves were made "to promote some cross-training and develop bench strength in some areas" of the department. They come as Hartman is embroiled in a controversy over a letter he wrote to communities considering medical-marijuana-business bans. Hartman warned that such bans would prohibit his regulators from controlling medical-marijuana production in the communities, something Attorney General John Suthers and others have seen as inappropriate campaigning against the bans.
