Was wondering what are some finishing weights (dry, and per plant) for people who started with little cuttings let them root, and then vegged out for 3 weeks, to then initiate flowering. I read were someone is getting 16 grams dry, per plant, with that method. What are your numbers?

It varys widely depending on a lot of factors. Generally most new growers will get about 2 ounces of bud per indoor plant. Before being dried and cured that bud will weigh 6 to 8 ounces.

No reason to harvest any plant that hasn't been through the flowering process. These would be for average indoor plants at about 3 feet and have gone through the drying and curing process.
