Maine has already legalized the use of medical marijuana. But now, local advocacy groups want lawmakers to propose a statewide vote on legalizing the drug for recreational use.

Legalize Maine is one of the two groups promoting legalization, and said it submitted a proposal to the Secretary of State on Wednesday.

The 30-page proposal would control the legal growth and sale of marijuana. That would let small farmers and anyone over the age of 21 to grow the drug, and allow small businesses to sell it with a 10 percent sales tax.

Maine's other advocacy group, the Marijuana Policy project, is also preparing a referendum, but Legalize Maine says they are not working together. Both groups are preparing petitions, and their goals are to get enough signatures this year in time to have it on the ballot in November 2016.
