The interview will be discussing the Health Canada Medical marijuana production contract due to be announced in December.
Specifically Mr. Rutherford and I will be discussing the PWGSC plan to spend millions of dollars to completely destroy the "Diefenbunker" at Penhold, Alberta. The current plan of Minister Gagliano's office is to spend millions of dollars to destroy this facility and "return the land to agricultural use" Unfortunately the amount of land is only approximately 10 to 12 acres and would only be worth about $100,000 to $150,000. The small size makes it ineffective for use as agricultural land. It's only use would be as an acreage, and it is very financially unsound to spend millions of dollars to get back one or two hundred thousand dollars.

With an election announced I cannot imagine anyone, in any party, saying they are in support of the federal government spending millions of dollars to destroy a very secure facility that would be perfect for this project and then sell the land for only a few hundred thousand dollars. ZYX Corporation has offered $431,000 to purchase the building under some very generous conditions that address any security and crown liability concerns. We will work collaboratively with the Canadian Government to ensure the safety and security of this project.

We have offered to purchase or lease the "Diefenbunker" with purchase being preferable because of the upgrades we will be doing to the security systems and the fact that by owning the bunker we would be able to get the needed renovations completed quickly so that we can be ready to begin production in the shortest time possible. There are Canadians dying everyday that could benefit from this research and we want to get going as quickly as possible.

To address concerns of the bunker being sold into private hands the measures ZYX Corporation is proposing are summarized here:

1. ZYX Corporation will sign documents stating that the "Diefenbunker" at Penhold, Alberta can only be resold back to the Federal Government and only for the exact purchase price that is paid by ZYX Corporation, $431,000, with an allowance for inflation based on criteria selected by the Government of Canada, (ideally the stats-can inflation index). Our goal is not to profit by reselling the building, but to create the finest, most secure, medical marijuana production and research facility in the world. In fact, as the evidence comes back from the researchers, we will be actively looking at purchasing most, or all, of the remaining "Diefenbunkers" to create regional production and R&D centers. There are seven of these bunkers located at: Nanaimo, BC; Penhold, AB; Shilo, MB; Borden, ON; ValCartier; QUE; Debert, NS. The largest "Diefenbunker" at Carp, ON has been converted into Canada's Cold War Museum and would only be available by leasing specific portions of the structure. This way we will be able to operate a network of High Security centers throughout the country. This will allow us to scale up for widespread commercial deployment of medicines, as they are developed, while capitalizing on the remarkable security provided by these structures.

2. ZYX Corporation will sign legal documents permanently waiving away all individual property rights that could be of concern to the government, i.e. the right to refuse entry to RCMP without proper search warrants, the right to determine who could enter the facility and when, etc. This serves the best interests of all by making certain that the facility is operated under the strictest possible security and accountability. It also shows that the government has done it's due diligence to ensure the safety of Canadians.

3. ZYX Corporation will sign legal documents giving any agencies the Government of Canada chooses, the right to have total access at any time. This will be done to ensure, that at any point in time, the government will be able to send the personnel it deems appropriate into the facility to ensure that the operation is being conducted in a manner consistent with the policies of the Canadian Government. These personnel will be authorized to enter and conduct an inspection at any time, 24 hours per day.

4. We will have in place a 24 hour per day security staff of retired RCMP officers with a minimum of 15 to 25 years good service. These security officers will be preselected by ZYX Corporation and then a list of their names will be provided to the Canadian Government. The selection process will then rest with the Canadian Government conducting security screening of the personnel. The final selections of who is hired will involve ZYX Corporation choosing from the list of retired RCMP that the Federal Government has approved. These personnel will be responsible for maintaining security at the facility and will report to the Chief of Security. The Chief of Security will be hired and paid by ZYX Corporation but will be accountable to the Canadian Government first, and ZYX Corporation management second. This further guarantees that this facility will be used in a manner that benefits the public good.

5. ZYX Corporation will remove the CBN filtration system that is capable of filtering every particle out of the air. This will further guarantee the safety of the public by removing the capability of the facility to operate in a manner where it could remain locked down for several weeks at a time. This way if there ever is a situation where a staff member decides to lock down the facility, he could easily be dislodged by tear gas or some other airborne agent. Without the filters in place, if the staff sealed off the air intake system, to keep the gas out, they would die of oxygen deprivation within a few days. The calibre of the staff is remarkably high and this situation is incredibly unlikely except in the event of a stroke, or some other unforeseen medical emergency. It is only presented as an example to show the planning we have implemented to guarantee the safety of all concerned.

6. In any matter of concern to the Canadian Government, ZYX Corporation will do whatever it takes to work collaboratively with the Canadian Government to ensure that this facility is operated in a way that ensures the public good and guarantees that all the medical marijuana produced is vigorously accounted for at all times. This is especially important since the $5,000,000 of marijuana to be produced would be valued by criminal elements as being worth more in the range of $15,000,000 or more.

The Penhold "Diefenbunker" is the facility that ZYX Corporation proposes to purchase or lease to create the most secure possible facility for the production of the medical marijuana. ZYX Corporation has been working in conjunction will all levels of government: federal; provincial; municipal (county, city and town) to ensure that we have the support of all these groups in creating this facility. ZYX Corporation has also met with command level officers in the RCMP to ensure any concern they have are also addressed. I will gladly provide details on any of these meetings if you request them. They have all agreed that this use of this facility is the best way to ensure the safety of the public and the staff while guaranteeing the accountability of every trace of medical marijuana.

The number one concern shared by ZYX Corporation and the government, in the tender of this contract, is to create a very secure facility to guarantee the safety of the community, the staff and the total accountability of the medical marijuana.

The other concern shared by ZYX Corporation is to ensure that if we are awarded the medical marijuana production contract, as seems very likely, that the PWGSC has not rushed into the demolition process. We have a backup plan to use the identical "Diefenbunker" in Debert, Nova Scotia, but we have already got staff, suppliers, etc. ready to proceed here in Central Alberta.

ZYX Corporation has also prenegotiated a series of strategic alliances with universities, colleges, technical schools, government agencies, research councils and both public and private businesses to conduct research into the medical marijuana that will be produced. This research is designed to document the properties of the medical marijuana and how to most effectively develop it to be useful as a therapy for Canadians. The value of this research is between $10,000,000 and $20,000,000 per year each of the five years. ZYX Corporation is determined to bring as many of these research dollars to our strategic partners allowing us to develop a variety of products and therapies for Canadians.

Our goal is not just to be the official licensed medical marijuana grower for all of Canada. We plan to establish the Penhold "Diefenbunker" as the finest most comprehensive medical marijuana Production, Research and Development complex in the world.

We have already begun establishing strategic alliances with other Canadian firms to research alternate delivery methods of getting the medical marijuana into the patients without needing to smoke it. We have plans in place to do transgenic research to create new strains of marijuana that can be patented. The list of our allies and plans goes on and on and I will share details as requested.

For now I am writing you to open a dialogue to ensure the Penhold "Diefenbunker" is not demolished prior to the contract being awarded in December. I have met with mayors; county council; provincial MP's and ministers; and various federal MP's on this.

RFP : H1021-9-9012/B where Canada calls for the design and creation of a complete process for creating pharmaceutical grade marihuana products to be used in research to study the medical benefits of marihuana. Vital elements to the success of this operation are: a location with 24 hour per day security personnel; a very secure 24 hour per day reliable growing environment; security clearance for staff; efficient growing equipment; maximum seed variety; detailed growing methodology; quality control; THC testing; control of product to 0.1% and 5.5% within 0.01% THC content; harvest control; testing; quantity control and audit; processing; production; packaging; inventory control; shipping; documentation; and compliance with all laws and regulations.

ZYX Corporation formally proposes to create and manage a government sanctioned facility to provide a controlled, secure marihuana production operation to supply researchers in current and future studies on the medical potential of marihuana. Under this plan, this facility will produce the most reliable possible growing conditions and guarantee a level of security necessary for this project to be successful. The facility will serve the purpose of: sourcing seed stock, germinating, cultivating, monitoring growth, qualitative testing, pest and disease control, harvesting, drying, sorting, chemical analysis, processing, blending a consistent 0.1% and 5.5% THC level, fabricating cigarettes, packaging, labeling, storing and shipping bulk and prerolled marihuana products by courier to recipients as authorized by Health Canada. ZYX Corporation will conform with all statutory and regulatory requirements, included in the Controlled Drugs and Substances Act and the Food and Drugs Act.

ZYX Corporation will purchase or lease to own a self contained, secure location. ZYX Corporation has met and discussed this facility with Bob Mills, the Opposition Health Critic in the federal government, and he has stated his approval for this type of use of this facility, see attached letter appendix E. During meetings and discussion with Mr. Mills, who is also the MP for the riding where the building is located, he mentioned how he is supportive of this plan as an excellent use for the building. He also mentioned he is in favor of medical marihuana, but opposed to legalization. ZYX Corporation assured Mr. Mills that this facility will only be used to produce pharmaceutically pure marihuana to allow scientists to conduct research to discover what medical potential it may possess. ZYX Corporation will do all the growing from this proposal process, giving our staff total control of the product from seed, through growth, and concluding with the harvest and processing. The growers will produce the contracted quantities of marihuana plants, for Canada, for medical research. ZYX Corporation will be the sole provider of security at the facility and will own the facility. ZYX Corporation will be the only licensed processor for all aspects of the harvesting, testing, curing, processing and distribution of the marihuana. The ZYX Corporation grower(s) will use their own secure space in the facility in which they will be guaranteed continuous, 24 hour a day electricity, heat, water and security for their growing operation. The growers are entitled to use whatever equipment they choose, however purchasing decisions and actual purchases are made by Loren Wiberg, EPM, unless the government disallows a specific product, method or supplier. The crops can be tended to by the grower(s), anytime day or night, unless the government chooses to restrict the access to a preset period. Grower(s) may prune and cull plants as they see fit, with the removed plant material being deposited into secure waste storage to be destroyed, on site, by the QPIC within 72 hours. All harvesting and processing is performed by ZYX Corporation staff under control of the QPIC. Grower(s) will be allowed to help with the harvest or will be encouraged to observe via monitors and will be given accurate records of the product weight at each step of the harvest, curing, sorting, testing, processing, and packaging operation. Once packaged and documented the product is moved to a secure storage area to await shipping. The grower(s) will work under contract to ZYX Corporation and will receive payment based on hours worked. ZYX Corporation will receive the preset payment as arranged under contract. All payment for the marihuana product will be between ZYX Corporation and Canada as described in detail in the contract resulting from this proposal.

ZYX Corporation will provide 24 hour access to Canada inspectors to monitor, inspect and review the operation, processes and administration of the production facility. ZYX Corporation is the corporation to be formed upon acceptance of this proposal. If the Government requests changes to the structure for any reason these issues will be addressed prior to incorporation to the satisfaction of Canada.

Part 2 : Executive Summary

ZYX Corporation is an Alberta Corporation that was incorporated on June 22, 2000 for the purpose of this RFP. ZYX Corporation is focused on becoming the company of choice in providing the Government of Canada, hereafter referred to as Canada, with research grade marihuana for medical research. ZYX Corporation will provide Canada with a superior product and service at our secure location. ZYX Corporation will provide the technical design, purchase and development of the facility and equipment required to produce research grade marihuana under contract to Canada. ZYX Corporation will design, create and administer a self contained, remarkably secure location to be used to produce the contracted quantities of marihuana for Canada for use in medical research.

This summarizes the plan and how it directly responds to the specific requirements as stated in the RFP.

The design of the marihuana facility will incorporate these components. Security, Program Design and Implementation, Production and Inventory Control, Scientific Study and Documentation.

ZYX Corporation will be the sole provider of security and will offer to purchase the facility for $431,000.

This building consists of 4000 psi reinforced concrete walls and roof buried under 3-4 feet of soil with bank vault steel doors with 1" solid steel locking pins. This facility was designed and built to incorporate the highest level of security and restricted access control available in Canada. It is windowless and the only way in is past an external perimeter fence and then through two 40 ton vault doors of 2 inch solid steel. The entire portion of the facility used for marihuana production will be outfitted with a new video surveillance system with 30 to 50 video cameras. This will be installed before the first marihuana seed ever arrives. All growing and processing areas will be monitored 24 hours a day. This secure building is still a state of the art facility in terms of being able to withstand nuclear blast of 1 Megaton up to 5 kilometers away. ZYX Corporation will update the security by purchasing and installing Canadian security equipment in the amount of $150,000 to be leased over 5 years and paid from monthly income, with an optional buyout after the final lease payment. The security model will use the strength of the building to deter intruders. Access will be severely restricted to only authorized staff and then only by following strict security procedures. The only persons allowed to access the facility are: designation:quantity:description S:battingeyelashes:security B:winkyface:biologists P:winkyface:processors EPM:blushsmile:executive project manager SM:blushsmile:site manager. Government inspectors will be authorized by Health Canada and cleared by the RCMP. ZYX Corporation will provide all the growers with identical seed stock at the beginning of each production run. Their crops can be tended to anytime day or night, unless the government chooses to restrict the access to a preset period. They will be allowed to prune and cull plants as they see fit, with the removed plant material being deposited into secure waste storage to be destroyed, on site, by the QPIC within 72 hours.

When the harvest arrives, all activities from the moment of signing the approval to harvest form will be provided under the control of the QPIC with the grower(s) and processor(s) assisting according to the procedure established as part of the growing and harvesting operations manual. This ensures each crop grown, by the certified and licensed grower(s), for ZYX Corporation will be harvested by a controlled, qualified and certified staff, following a detailed process, involving all steps for the harvesting, curing, processing and distribution of the marihuana.


The growers will be allowed and encouraged to observe all aspects of the harvest and processing via monitors, and will be given accurate records of the product weights at each step of the harvest, curing, sorting, processing, and packaging operations.

ZYX Corporation will provide 24 hour access to inspectors from Canada to monitor, inspect and regulate the operation and administration of the production facility to the satisfaction of the Government. If the security staff, inspectors, or police force need access to the facility it will be provided at any time at the sole discretion of Canada.

Key points that are addressed in this proposal are: Security, Reliability of Facility, Genetic Variety, Quality Staff, Production and Inventory Control, Scientific Study and Documentation.

Security: The use of an excellent location to produce and process the marihuana. A potential problem could be criminals attempting to steal the marihuana. This facility is quite possibly the most secure in all of Canada.

Reliability / Dependability: The facility to be provided by ZYX Corporation will guarantee 24 hour per day electricity, heat and water to ensure a reliable harvest of marihuana. This will prevent any catastrophic crop losses. Diesel generators can provide light and power indefinitely during a power outage. Large battery backup can provide enough power to run the systems for at least an entire day, when they will only be called on to run things for a few hours at a time during the switch over from the power grid to the generators.

Genetic Variety: Every effort will be made to grow the widest possible variety of the over 450 known various strains of marihuana. In many medicinal plants different varieties have different properties. Maximizing the variety of species grown will be accomplished in conjunction with lab testing to isolate various medical properties.

Staff Quality: This project requires several teams of specialists in: Security. Biology. Production. Management.

Details of these departments are found in Part 4 : Staff. All personnel will receive a prehiring interview by Dr. Frank Bachelor, Ph, D., P. Chem. except for security staff. The professional reputation of Dr. Frank Bachelor will ensure that many of Canada's best and brightest will apply for the biology position(s) and ensure the position of grower(s) was filled by a talented and qualified individual. Dr. Frank Bachelor, possesses the technical knowledge and skills that will ensure the person(s) chosen for these key positions will be the best selections possible. The final hiring decisions will be made by Loren Wiberg, EPM based on the recommendations of Dr. Frank Bachelor and subject to the approval of Canada and the ability of the selected individuals to pass an enhanced security check.

Production and Inventory Control: The project requires detailed processes and procedures for the production, processing and inventory of the marihuana product. This will be accomplished by following a detailed manual which will cover every aspect of the production process.

Scientific Study and Documentation: To ensure the best possible scientific data, the entire operation will be documented and the results of each growing room will be recorded for each step of the growing cycle. The final product will be tested to determine the various cannabinoid levels and the yield for the various growing conditions.


Part 3 : Corporate Vision and Mission Statement and Goals

Corporate Vision

ZYX Corporation will provide the technical design, creation, purchase, development and administration of a self contained, remarkably secure location to serve as the facility and equipment required to produce research grade marihuana under contract to the Government of Canada. These facilities will be used by ZYX Corporation growers to produce the contracted quantities of marihuana plants for Health Canada for use in medical research. This facility is the most secure building of all the proposals submitted surpassing the next best contender tenfold.

ZYX Corporation will design, implement, maintain, refine and improve the organizational requirements of this project to create the optimum production facility for medical grade marihuana for Canada.

Mission Statement

ZYX Corporation will become the official marihuana supplier to the Government of Canada by providing the best possible medical grade marihuana from one of the most secure facilities in Canada.

Statement of Goals

ZYX Corporation will study the growth of every strain of marihuana produced. The ongoing research will provide detailed documentation of the growth history of every seed variant in pursuit of optimum growth methodology. This will result in being able to develop particular strains of marihuana to enhance specific characteristics. This will create and develop a database to be used in the ongoing research into the effects of various cannabinoids. This database will assist in documenting and patenting newly developed hybrid strains of marihuana.


Part 4 : Introduction

The purpose of this program is the design and creation of a facility to grow and process marihuana in the most secure, reliable, cost effective facility possible. This marihuana is to provide researchers with a secure, affordable, reliable source of quality controlled and regulated marihuana. Marihuana contains more than 400 chemicals. Typical illicit marihuana contains crushed cannabis leaves, flower tops, twigs and other unknown substances. ZYX Corporation will provide Canada with a high-security environment and with documentation of the life of each batch of plants, from seed to final bulk or prerolled cigarette. The testing methodology employed will ensure the type of detail required and expected in a medical research product.

The most compelling aspects of this ZYX Corporation proposal are:

the quality of the staff assembled in all areas. biology . QPIC . security . management .

the quality of the security possible by using this bunker as the production facility.

the quality of the testing method proposed and the method of blending specific THC% without additives.
