MD: Amid Delays, Medical Marijuana Commission Reviewing Regulation Changes

Hopeful medical marijuana entrepreneurs are closely watching the state's Medical Cannabis Commission's meeting today, where officials are expected to review scores of regulation changes.

Hundreds of applicants to grow, dispense and process the drug have been waiting since last year for the commission to vet and grant licenses in the state's nascent medical marijuana market. The volume of applications overwhelmed the commission, and it pushed back the time line for granting licenses from early this year until the end of summer and beyond.

Most of the regulations up for review at the afternoon meeting in Ellicott City concern technical or clarifying changes, including when successful applicants have to pay sizable fees for the licenses. Maryland's fees are among the highest in the nation.

The commission hired Towson University's Regional Economic Studies Institute to review and score all of the applications.

Interest in the state's medical marijuana industry has been competitive, with 146 applicants asking for one of the state's 15 grower licenses, 811 requesting on of the 94 dispensary applications and 124 requesting licenses to process the drug. There's no law limiting processor licenses, but officials said they would start with just 15 processing licenses at first.
