Missing the Mark on Legalization

Rep. Ron Paul was instrumental in introducing HR 5842 - To provide for the medical use of marijuana in accordance with the laws of the various States.

However, it is totally wrong in concept.

Cannabis Sativa needs to stay illegal - but in a different manner.

Cannabis (Marijuana & Hemp) need to be completely removed from the Controlled Substances Schedules. There should be no penalty for growing, owning, or using any Cannabis product on a Federal level. All domestic production will be legal.

States will still have the power to regulate Cannabis in all its forms.

However, the Importation of marijuana (except for seed) will still be outlawed and its prosecution will be carried out by the Customs Service.

This way, the drug cartels are still prosecuted and the economic benefits of Cannabis/Hemp will be maximized.

The concept needs a little more refining, but you get the idea.

 
There are several things I liked about HR 5842 esp. reclassifying marijuana to a Schedule 1 drug (which can not be prescribed) to a Schedule 2 drug (which recognizes it’s medical value). How many doctors prescribe alcohol or tobacco? Once we can prove marijuana’s medical value we are that much closer to across the board legalization.
