For a handful of eligible nurseries, the chance to grow the first legal marijuana in the state of Florida could be around the corner - but the opportunity will come at a price.

A rule for growing Charlotte's Web, a strain of cannabis low in high-inducing THC but helpful for patients with cancer and children with severe epilepsy, was approved by a rulemaking panel last week and is now available online for public comment.

If not challenged in the next 21 days, it could theoretically go into effect by the end of April, at which point nurseries with more than 400,000 plants and 30 years of experience in Florida could apply for one of just five licenses to grow Charlotte's Web.

But this isn't a decision to be taken lightly, nursery representatives on the rulemaking panel said during its meetings Wednesday and Thursday.

For starters, just applying for the license will cost $60,063, a number drummed up based on the estimated costs of kick-starting the state's cannabis program in the Department of Health's newly formed Office of Compassionate Use.

And then there's a lengthy application, specific requirements for the growing site and possible business risks. (Remember, all forms of marijuana are illegal under federal law).

For those that make it through, they'll face more fees two years later for re-licensing.

The return on all this investment, though, likely won't be insignificant for the five lucky nurseries who will be on the ground floor of a business that's almost certain to boom in Florida. After all, a constitutional amendment allowing medical marijuana garnered 57.6 percent of the vote, just shy of the 60 percent needed to pass.
