Powdery mildew maybe

Does this look like powdery mildew , it's only on the smaller clones and not the bigger 3 plants I have , it's just a small white spots here and there not complelty taking over the whole leaf , I sprayed milk and water on two times and just added neem oil before putting into flower all the plants in the tent been in there for 3 weeks to 8 weeks and only the middle aged ones have these small white spots

The blobs of white streaks is the milk I hadn't washed off just look at the small spots .. I just moved my whole grow to two newly build rooms in basement these pics was when I had em upstairs in a bed room in tents the humidity never got over 40 percent but I did mist em daily cause offen times in the winter with gas heat the humidity in the house drops and I get
Low low humidity even with my fans dialed down and a humidifier
