10 days, no difference

she has been in the exact same state for like 10 days or more now. What could be wrong?

(outdoor, soil, biocanna nutrients, no signs of pests, no yellow leafs)

Looks like mine also. I am just letting her go, watering and feeding when needed, since she is outside the elements are harder to control. How many weeks has she been on flower?
Are you feeding her nutes that will enhance the bud growth?
 
Well keep watching her and be patient, the amount of daylight and temp plays into the time when she will start to develop more. Here lately with the cooler nights my buds are starting to develop more.
Just keep an eye on her feed/water when she needs it and eventually it will happen.
