Twenty-eight people in Bristol and Plymouth counties applied for licenses to distribute medical marijuana, according to the state Department of Public Health. Nine applicants were from Bristol and 19 from Plymouth.

Tim Keogh, president of Coastal Compassion, plans to open a dispensary in New Bedford – and he said the company has the $500,000 in financing necessary to receive state approval.

"We were actually expecting a little more in Bristol County," Keogh said of the nine applicants, which compares with 47 in Middlesex.

Passed by the voters in November, the medical marijuana law is to allow for 35 "treatment centers" in 2013, with a minimum of one and maximum of five per county.

Applications for Phase 1 of the certification process were due Thursday. A list of applicants was published on the DPH website Friday. The list did not specify the communities the applicants were from or where the dispensaries would be located.

The applicants in Bristol County were listed as: John Bovarnick of Baystate Holistic Healthcare; Don MacPhail of Baystate Wellness Center; Michelle Stormo of Brighton Health Advocates and Compassionate Care Clinics; Smitry Gumerov of Mass Naturals Remedies, and Aleksander Murakhovskiy of Mass. Compassionate Patient Care Corp.

According to T.J. Thomas, CEO of Center for Alternative Life Medicine – which has plans to open a massive grow facility in a New Bedford mill building – CALM applied under the name New England Treatment Access. Arnon Vered was listed as the applicant.

The Plymouth County applicants were: Stephen Werther of Alternative Compassion Services; Wally Russell of Boston Express Delivery; Jack Hudson of Ermont Inc.; Costa Hasiotis of Fogo's; Vincent DiMento of Herbal Care Center; Robert Ciardi of Holistic Health Center; Douglas Nobel of In Good Health; Jeffrey Roos of Mass Medi-Spa; Patrik Jonsson of Mass Organic Therapy; Joseph T. Mandile of Medical Remedies of New England; Costa Hasiotis of Meyezone; Jonathan Rutley of Striar Center for Compassionate Care, and Timothy Shaw of The Timothy Walsh Foundation.

John Greene of The Greeneway Wellness Foundation and Lianne Anker of Medical Marijuana of Massachusetts were listed as applicants in both Bristol and Plymouth counties.
