Height of LED over plants?

typically the manufacturer should tell you. but i'v seen the bigger ones kept 12-24" away. while the small UFO's 6-10" away.
 
It's a matter of proper blending of the different color LED's.
Each LED emits light in a cone shape.
The shape of the cone is defined by the LED's lens (specified in degrees).
The lights should be high enough above the canopy such that the different colored cones overlap enough to sufficiently blend the colors into one.
You don't want one leaf getting only red spectrum, and another only getting blue.
 
I have a 120 watt Advanced Extreme Flower LED that was burning seedlings at 16 inches. E- mailed the company and they said to raise it to 30 inches until they get a couple weeks old then start lowering it a little at a time till I got it to between 16 and 20 inches
 
Depends on the size of the LED. A 300 watt LED most likely would need to be placed higher than a 80 watt LED. Also depends on the type of LED being used, 3 watts vs 1 watt.

And... Best for what??

This is right on the mark, it is all relevant. Is it on a seedling? For veg? For bloom? How many true watts is it? one answer does not answer all the questions.
