How long till my plant buds?

Hey, I have about a 2 foot plant that i've been budding for at least 3 weeks. It's growing a lot of branches and big leaves. White and red hairs are growing on the stem and on top of the plant. I was wondering how long until my plant buds? Thanks-

what do you mean. have you set the timer to 12/12

yes yes, it's been on a 12/12 completley dark/light cycle for the three weeks

yeah if you see hairs you are in very good shape, those are buds. do you ever see hairs on a bud? those are it. they will finish in a while wait.
