Haverhill - While area police reported few emergencies yesterday and said it was "abnormally quiet," Haverhill police were busy arresting two men hired by the city to plow streets for selling marijuana from their pickup truck.
Detective Gary Melanson watched as the two men in the truck met a third man on Winter Street and then drove their vehicle around the corner onto Pecker Street, where they sold a quarter-ounce of marijuana to the third person, according to police.
Arrested were Timothy Noury, 41, and John J. Samoisette, 40. Police said both men live at 14 Allen St. and are charged with possession of marijuana with intent to distribute and distribution of marijuana. Noury was also charged with driving an unregistered motor vehicle, Sgt. John Arahovites said.
Carroll Heath-Willis, 51, 11 Park St., was charged with possession of marijuana, which he purchased from Noury and Samoisette, police said.
Arahovites said Melanson saw the two men in the truck meet Heath-Willis in an area where drug dealers frequently meet their customers. As Melanson watched the deal take place, he called for backup, and Detective Robert Rogers met him and then arrested Heath-Willis. Melanson stopped the truck and arrested Noury and Samoisette.
Police said they found two bags of marijuana on Samoisette and one bag on Noury after their arrest.
The truck, a 1988 Ford pickup, was found to be unregistered and was towed from the scene, Arahovites said. Police said Noury owns the truck.
Kevin Flaherty, special projects coordinator for the Highway Department, said this morning that the two men were plowing for a subcontractor hired by the city and would not be allowed to plow again. Flaherty said he was not sure if the men were plowing streets or were part of a crew the subcontractor uses to plow school parking lots.
"They will not be welcome at the Highway Department," Flaherty said.
The mayor's office said the city pays private pickup-truck operators $35 an hour to plow for the city. They must pay for maintenance of their trucks.
