DETROIT - Leaders of a petition drive to legalize possession of up to one ounce of marijuana in the city said they filed an appeal Thursday in Wayne County Circuit Court to overturn the decision Monday by the Detroit Election Commission to keep their proposal off the Nov. 3 city ballot.

"If you're on the cutting edge of social change, litigation is just a cost of doing business," said Tim Beck, a Detroit resident who led the effort to gather 6,000 signatures. It's aimed at keeping users out of jail while focusing police on violent crimes, he said.
