Outdoor growing

My plants are outside they are quite tall and leafy and about 2 months old i know there genders, I was wondering if there is anyway i might be able to speed up the budding procsess.Or if its just up to nature?

You can stick a trash bag over the plants everyday at the 12th hour of light it got that day so it would basically be going into 12-12.
