Problem with my week old seedling *Pics Included*

Hi guys, just wondering if you may be able to shed some light as to what may be wrong with the little lady.

I have noticed that new growth is very slow and pale green/yellow, also the larger leaves seem very dry and my other seedling of the same age has overtaken it.

Have not used any nutes at all yet, am using canna pro soil.

Just incase you need to know:
G13 grown from seed, 1 week old.
250w MH in a growtent with occilating fan and carbon filter/rvk100

My PH is 6.5-7
Temp I am not sure of, still waiting for thermometer in the post, but id say about 25-30 degrees C.
