So, I live in the US, and last year, I purchased seeds from two online retailers in three separate transactions for delivery to a US state...The packages I received appeared to be shipped from foreign destinations, as expected.
This year, I ordered twice from one of the same retailers, and each time, the packages came by USPO from a return address in a US state.
I am wondering if anyone knows how mail order seeds actually work. Each purchase shows a cryptic description on my credit card statement, and while I think it's cool to buy locally, I was just wondering how the system works and stays ahead of regulations.
