“It was originally Operation Green Rx. We joined forces with ATF and NCIS and it became Operation Endless Summer.” - Detective Conrado Decastro, SDPD, July 13, 2009, Chief Detective in Operation Endless Summer.

“I have attended about 200 hours of POST Certified classroom training hosted by the California Narcotics Officers Association, during the 200 hours I think I had about an hour in the operation of medical marijuana laws.” - Detective Scott Henderson, SDPD, July 13, 2009, Undercover Detective part of Operation Endless Summer.

Court records show and continue to reveal that the ongoing Operation Green Rx (or as some like to call, Operation Endless Summer) is targeting legitimate patients and not the so called drug dealers some would have us believe; this a result of the lack in proper training and education in the law. Fact is, the Operation Green Rx detectives had one hour of California Narcotics Officers Association (CNOA) sponsored training at which they were taught that “marijuana is not medicine”.

Last Thursday, the CNOA held an awards ceremony at the Double Tree Hotel in Mission Valley to celebrate their students’ achievements in Operation Endless Summer. One of the awards was “CNOA Team of the Year” given to the team which executed the medical cannabis raids in February, now known as Operation Endless Summer.

Far from welcomed or praised by the entire San Diego community, concerned citizens and patients alike turned out to express their disappointment in the deceptive training and the awards ceremony.

The rally was organized by members of Americans for Safe Access San Diego, a local member-based organization of patients, medical professionals, scientists and concerned citizens promoting safe and legal access to cannabis for therapeutic use and research trough both legislative and grassroots efforts.

They held signs which read “Educate Don’t Discriminate”, “Decastro; One hour of Training is Not Enough”, “Stop Operation Green Rx” and others.

The message was heard and resonated throughout the CNOA banquet hall and open bar, as well as all over mission valley. The community will no longer tolerate this harassment and hate and there is a desperate need for legitimate training in medical cannabis laws for our law enforcement.

Americans for Safe Access San Diego in recent months has seen a surge in membership largely attributed to the environment of fear created by the District Attorney Bonnie Dumanis and the Narcotics Task Force. The community stands united and focused on helping end and change this environment of fear as well as the continued harassment and prosecution of legitimate patients in San Diego.
