Soil temps of indoor grows

I read everywhere about air temps.
And although we are heading into the heat of summer it made me consider the winter months for those of us in cold climates. For my indoor grow if the floor of my grow tent is chilly say in the 60s would that affect the plants by wicking heat out of the soil and dropping the temperature to a lower than optimum temp.

While I can add heat to the tent if needed during dark hours via a small thermostatically controlled heater will the pots still be below optimum temp if the floor is still cool from the foundation or crawl space cold temps?

Does anyone use a seed heating mat to help keep soil temps in the 70s from the bottom up?
 
I would use a foam mat to insulate the pots from the floor, that should keep the soil temp about the same as the air temp.
