Tiny plant 18 days old what am I doing wrong?

So I planted this seed about 5 weeks after I started my original two seeds. This is three weeks of growth and she has very slowly popped out of the soil and is currently at this stage

Not very impressive for three weeks old I think you will agree. I should note that she has been like this for about two weeks now. The other two plants are thriving in all the same conditions.

Soil is canna terra professional.
I've got two led lights one 600W and one 300W. The lights are quite far away from her because I have two big plants in with her
I've not fed her anything yet I'm just watering when her little pot dries out.
Temps sit around 20-24

Let me know if you need anymore information or do you think I should just let her go?

If this is 3 weeks growth you should call TOD (time of death). Sometimes plants just don't make it....
