Too bushy to flip?

So I was planning on flipping my girls next week, but they're still really short. I topped them earlier in the week and they've put on about an inch of height, but have otherwise just gotten bushier than ever. They're 52 days from seed today, I saw pistils for the first time this week.

Any idea what I'm doing wrong? I don't want to flip them too soon and get a tiny yield - I only have two plants going, so I'd like to get them as big as possible. :|

Could be the strain. 52 days is a fair amount of time and energy building good roots. They look healthy id flip them.
