how long do i wait for it to be put it in the budding stage with a hydroponic system?

As long as you want. Measure the distance between the highest point your light can be set and the top of your container. This is your allowable groth height. When you get to when one third of this space is taken induce flowering. the plant will stretch and grow to 2 or 3 times it's height in it;' flowering phase whch should take up the remaining 2/3rds space left.
