When do you begin foliar feedings?

I’m growing blue dream right now she is on day 10 and growing very slow. Overall she seems healthy, good color but I see other day 10 seedlings and the growth is night and day. I have been misting with ph’ed water every three days. I think I read somewhere blue dreams starts off slow as a seedling... anyways when do you start Foliar feeding if you do. Could I boost growth at this time with micro nutrient Foliar spray not strong of course super watered down. Would this accelerate or hinder growth as a seedling I know the Foliar nute mix purchased said it could be used for germinating as well but nothing on seedling stage

I usually wait until the seedlings enter the vegetative state.
Then I will lightly foliar feed with 1/4 strength nutes with the regular watering schedule.
But that’s just me...
 
I grew 2 BDs From HSO in my current grow. In Veg one was the biggest and other was the smallest of 8 multi strain grow. now they have been in flower from 40 days and and the smallest one grew out to be the biggest one , But you can start nutes after 2 weeks of first set of true leaves if you doing soil. Thats what i did and mine grew out to be excellent plants. You can see in the pics. THe smaller one didnt get Top as it didnt had too much strength during Veg.

She's looking dark green, be careful not to over feed her!

Thanks the pics show that but she looks much different in person. I think it was from lighting. I refuse to do any feeding until someone says it might be okay. Which it looks like no one thinks that. Sooo patience it is.
I think her growth problems were I was not giving her any water cuz I was scared to over water. the rapid rooter plug in the middle would still be a little moist but the coco was bone dry. I watered just the coco yesterday not the plug so the roots might seek it out a little and she seems much better. The new growth seems to be a little bit lighter than the rest as well.

I believe my growth problem came from me messing up the water. As well as the medium. I read most people soak coco in nutrient water I only soaked it in a cal mag solution. My water is a mixture of tap and distilled that’s where I really fudged it ... this brought ppm down to 30 to fix it I added 50 ppm cal mag and 30 ppm of each 3 part of gh flora. Adding to a total of 180 ppm. The day of this feeding she seems to have started growing! It’s been 2 days since and no sign of toxicityplan on feeding same today. Thanks for the help looks like these questions I asked I had to take a chance on but that seems to be the best way to go watch her grow and trust your gut. I used a dropper to add Nutes I starte with 7 drops to half gallon checked Chang’e in ppm and did 7 of the other two bottles to even it out. Worked great for seedling that wasn’t growing.
