Asking for help in understanding - Is my plant in the preflowering stage?

So, that is the question: in the picture I posted, are those pistils or they are not? Is my plant in the preflowering stage so I could move on to the flowering stage, or it is not?

The picture is of my plant that is 33 days old since I put the seed in the soil (4 weeks since it sprouted) under a led light (mars hydro 96).
