Amniesa lemon, blue widdow, first time grower

I need to know what I need to get, I would spend around 150, for all needed equipment to make these girls grow, I surly woul appreciate it..

Indoor? Outdoor? SOil? Hydro? Number of plants?

Lets say you have 3 plants you want to grow

SOil: You need soil! Pots...Maybe water saucers.... soo youll end up spending about 20 bucks for 3 plants.
Hydro: You can get away with spending about 100 bucks on all the basics needed for hydro.. a PPM meter.. a PH meter... and some base nutrients. Make your own system! Cheap.
